Green City Action Plan (GCAP)

The Methodology of GCAP designed by EBRD aims to guide a City through the five main steps of developing and implementing a GCAP – from establishing a Green City Baseline, developing a vision, preparing the GCAP, implementing the actions and reviewing progress. The overall objective of a typical GCAP assignment is to apply the Methodology and assist a city to develop a Green City Action Plan that is signed off by the City Council.
